[V8] Tightening oil filter mount/pipe

... can't say I've ever found the pipe to be loose myself ... except the
time I took it out myself ... 

I don't know that I'd ever seen the torque spec (even checked the service
docs just now) ... but were I to need to reinstall/tighten an oil filter
pipe I'd use two nuts snugged up against each other ...

Oh yeah, I have had that bit of pipe loosen on a couple, even my CGT NG and
I always just turn it back in with my fingers but have never thought about
properly torquing it.  I couldn't quite picture how to get a strap wrench up
in there, but also can't imagine any sort of proper tool that I've ever
seen.  All I can think of is tow nuts tightened together on the pipe, etc.
Still that seems not quite the most efficient or effective way to go either.
