[V8] 1990 V8q not charging

Alternator indicator light does not come on when ignition is turned on.
 
I get the same voltage I get at the battery itself everywhere else, the
jump post in the engine compartment, the lugs on the side of the frame
rail, and the CC head.
 
I ohmed the exciter wire and got 66.  The book says 140-160.
 
But the book says no alt light could mean bad regulator.  That appears to
be a higher order troubleshooting step.
 
I have a spare, new regulator for my 91 Avant.  I'm hoping it's the same
one.
 
Too cold to do any more tonight.
 
Any ideas/input is welcome.
