[V8] Idle speed too high

Have you checked/adjusted the dashpot Ed?

 But I agree that if you DID NOT fully remove the TB from the front of the car you should.
 To me it sounds like the bearings are sticky... if you can push the front of the throtle rod & make the idle adjust... I would remove the TB from the front of the motor & fully lube the bearings & clean off the TB butterflys top & bottom & the rims/cylinder/openings of the TB.
