[V8] Idle speed too high

Ok, I have the throttle body off the car.

All the bearings and movement feel smooth and complete.

I could only push the throttle rod and make the idle decrease when I had the
TPS adjusted poorly.

The butterflies and walls are shiny clean.

What's this dashpot and what's up with the adjustment?  It's got some paint
marks in yellow on the adjuster and locknut and they're kind of scratched up
so it's hard to tell if it's been touched before.  Is there anything to open
up and clean?  Is the adjustment procedure in the book?

I have a question about the two vacuum hoses that attach to the passenger
side of the throttle body.  Where do they go, what do they do, what's on the
other end of the larger one?  I can suck on it and get some fuel vapor sort
of air through it.  Should I be able to?  Is there some sort of canister
valve on the other end of it?

Another question... on the bottom of the throttle body, 3 of the bolt holes
have recesses around them with small plastic collars that fit into them,
probably to just help position the assembly when it's being installed.  The
plastic collar is missing in one of these.  Could that introduce a vacuum
leak?  The gasket looks solid and I don't see any gunge on the mating
surfaces that might indicate a leak.
