The general rule of thumb is to fill it with 80% of the factory r12 fill. You are correct, the high side pressures do tend to run higher with r134a than r12, meaning that it does not cool as well when the vehicle is sitting not moving. I did help that out a little by putting a small 1200cfm pusher cooling fan on the front of the a/c condenser on the blue 1990 I used to have. It really helped bring the high side pressure down a little and it used to blow nice cold air on 90 + degree days, even at idle.
