One other thing crossed my mind regarding the uneven brake pedal pressure, and that's a rubber brake line on the verge of failure -- one that develops a transient bubble prior to bursting on panic stop. Yes, I've had that happen to me. 

Carefully check all rubber lines to the calipers for this condition, preferably with an assistant depressing the brake pedal during inspection.
