[V8] 93 v8 Multi Rib Belt re-install

I've been helping out one of my buddies with a Power steering pump replacement on the above car . The pump replacement went fine until we tried to put the Multi Rib Belt back on. The tensioned is a little stiff but was able to move it right against the Crankshaft pulley , but unable to put the belt on. what am I missing ?
