I feel your pain Chris ...
I'm a bit mystified by the "decel thingie" ... Cars with an automatic don't
have a dashpot on the throttle body.
Of course these things were sold in such low numbers the state emission
control "experts" can get confused. Here in California you MUST make your
MIL/CEL work, even though it is well documented that the light was only
connected on "CA Emissions" models. Fortunately That one is not so
difficult or expensive to resolve.
I think the fact that when the engine isn't running right it tends to pour a
lot of raw gas into the exhaust is what leads to the empty kitties ...
happened on one of my cars too. I got my replacements from an aftermarket
supplier ... they were mechanically correct and bolted right in ... but it
was apparent that some of the pipes were a slightly smaller diameter than
the factory parts.

Well I tried again to pass the stupid emissions teat here in CO, no go.
Afterward I had an cat test and inspection as it was the second time. I was
told that my cats are non functioning and the de-acceleration is also not
working. Soooo what cats should I get as I will most likely get all the
exhaust button up (rattles and lost a hanger) and replace the loud ass
mufflers with something a little more quiet? Stick with stock cats or go
aftermarket, like some from a 5.0 Mustang (hear you can find those cheap)?
This is what I am told needs to be done to pass.
1. New cats/exhaust
2. Install stock injectors
3. Install stock computer(not chipped)
4. Fix the decel thingy
Good news is after I spend over 750.00 I can get an exempt pass with the
lovely state of Colorado. I figure exhaust will be about half of that. :)
