Yes, it certainly could. If the filter is clogged, it can cause low 
pressure. The pressure not only pushes the discs together, it also controls 
the shifting and engaging of gears through the valve body. If you are going 
through the trouble of changing the filter and it will be used as a donor 
trans, I'd pull and clean the valve body anyhow. Doesn't take anything 
special, just some patience and attention to how the valves and spring s 
come out/go back in. Then again, why would anyone want an auto ;-P
