What year?
There would be a big price difference between a 1996 and a 2006.

Why won't it start?
If it's a dead battery, cheap to get it started, but then you learn the
transmission is in limp mode, the brakes are frozen, ...
If it has OBD-II ('96 or newer), a cheap OBD-II scanner might give you
other clues. If no codes because the ECU is fried because water got into
it, and you add in the previous problems, that could get expensive. You
might be better looking for a running example.

That said, I bought my 100S with a bad ECU from a reputable dealer (Hi
Chris!). But he also had the replacement ECU and wiring harness. An hour
or so splicing in the new harness and VrroooOOOOOOM!  That car is still
going strong with the new owner.
