Yes, they are activated by that button on the wiper stalk. As for getting at 
the pumps, it's easy. Pull the two tanks out together. I think there were 
two bolts or nuts, one toward the top and one on the framerail. However, I 
don't recall for sure, it's been years since I pulled mine.

BTW, it doesn't squirt harder, it just holds a different fluid that is 
supposed to knock road grime/buggs off with ease. So, you have the option of 
cleaning or super cleaning.;-)
