[V8] Diagnosing intermittent cruise control problem

I was hoping for some help diagnosing an intermittent problem.

1) Cruise control functions normally in all other respects,
but occasionally cuts out.
2) Factors that cause it to do so are a) cold conditions, b) sudden heavy
load, c) sudden shock (say, hitting a rough expansion joint).

Those things make me think it is a vacuum component with a weak seal?  Does
that make sense?  I thought there was a vacuum servo somewhere in most of
the systems of this vintage.
