[V8] Not even close to passing emissions

... what does "anything that would cause it to do so" include?  Is the ECU
giving you a code telling you it can't control the emissions?

For me the usual suspect is the fuel pressure regulator ... check the
pressure at the rails to see if the pressure is high ... or replace the FPR
on general principles.  

I assume that the OXS has been replaced ... standard (3-wire) or 4-wire?  If
you have a 4-wire, where's the ground?

Have you checked the color of the spark plug insulators?  You may have one
or more cylinders misfiring and causing your problem.  If you haven't
replaced plugs/wires/caps you may want to consider that.  

When I prepare for a smog test I perform a full tune up ... make sure the
oil/filter have been replaced and the air filter is new.  I also run a
bottle of Techron through the injectors to try to clean them up ...
