[V8] 5sp throttle body question/Mystery part

That slow bleed off is exactly what a dashpot does.  The idea is to  
not let the throttle slam shut.
All cars have this feature, it is just they all use the idle air valve  
now to accomplish the same thing.
A little software in the ECU makes the mechanical part redundant.
