Yes, it does. You can check the rear heaters for power really easily by 
pulling the seat up and finding the small wires that plug into it. I believe 
it's two sets of two wires in each plug, but it's been years. If you have 
power there, at least you know that the basics are working. Then, it's just 
a matter of figuring out what is going on with the fronts.
