[V8] Gas Consumption / Emissions

Hi, My V8 race car just came back to life, but it is running very rich. I guess I need  
another new O2 sensor and possibly gas and emission regulation to pass the Motor 
Vehicle test. What is necessary to get highest mpg? My car acts like it is stuck in 
cold start mode, running Rich. Sensors, fuel pressure or carbon canister loop? The 
CO2 is too high.
This car has explosive power compared to my other V8. I have wished for a hood 
scoop or another air packer to ignite the gas efficiently. Already replaced the caps 
and plugs. Any suggestions? 
btw: This car wouldn't hot start so I put in new sensors. A new mechanic just 
"cleaned their contacts" (where?), and now, no problem!
