The "book" says there are 2 players here. 

ISV (N 71)
MAS (G 70)

For a "High Idle" it says to look at the Mass Air Sensor, or here is
additional air getting in (vacuum leak between the upper and lower intake or
throttle body) between the MAS and ISV. 

On the ISV measure with ohm meter, resistance should be 7.5 to 8.5 ohms, any
more or any less ISV is bad.  Group 24 of Volume 1.  24-180-1 Specifically
for the MAS diagnosing..
