[V8] Who's 4.2 V8, Ohio plate FMZ 3694

I KNOW! I saw it coming in my mirror, thinking, hey, that's a 4.2 car.  
Then..., what the hell is he doing? Then it was stomping the brake and locking  
up the trailer tandems as he cleared my bumper by maybe a foot.
