UPDATE

Well - the lifter collapsed and had to be replaced. While in there, I
found that the intake cam for cylinder #8 was off by a tooth.  WTF I says
to myself.  It has been this way ever since I had a machine shop rebuild
the heads, and install new rings.  Back then (2006), when I got the engine
installed after all the work, all cylinders on the 1-2-3-4 side were dead.
 I found that the cam timing was off there too and had to tear it all back
down to correct it.  Since the other side seemed to run OK, I guess I
never checked that sides timing.  Silly me because the machinist did that
one wrong too.  Since fixing it I have a noticeably more powerful low end.
 It is actually quite amazing how much different the engine feels now.

After talking to my friends at the local audi shop (who probably sent me
to this guy in the first place), they stopped using him for the exact same
reason.  They got an assembled engine back, installed it, and spent a week
trying to figure out why it ran like crap.

My fault for not checking I guess - but this was the first, last, and only
time I have ever paid an "expert" to work on this motor.  And as usual -
they screwed it up.  This is the whole reason I started working on my own
cars 30+ years ago.  At some point, I would like to stop.
