IIRC disconnecting the "Servotronic" reduces the assist at low speeds ...
I'd look for a disconnected connector or blown fuse ... or perhaps a bad
rack ...
On my '91s the Servotronic controller is in a green plastic box mounted to
the back of the dashboard on the left side of the steering wheel.

If it still works, but is harder as if you are going faster, I'd be looking
into the wiring that goes from the speed sensor to whatever controls the
assist amount.
