I have an update. Out of frustration I *may* have overreacted. Before
giving up and thinking about parting it out I probably should have checked
a few more things...such as the air filter...which is a K&N that looks like
it was installed in 1990 and never cleaned since then. We started the car
with the filter removed and noticed and immediate improvement.
Unfortunately the next thing we noticed was fuel pouring onto the intake
manifold. It turns out that both of the braided fuel lines that go across
the back of the motor (right in front of the air filter housing) have
completely rusted fittings at both ends that are leaking fuel at an
extremely alarming rate.

So I'll replace the air filter and those fuel lines and come back with a
report.
