Roger, 

Left front white wispy smoke.. think power steering hoses (if left is as your sitting in the car), otherwise that is Alternator, or Oil pump drive seals. If you think its more electrical there is a power distribution point on the frame rail (IIRC) just to the left of the alternator. As for the dash noise, yes there is a fan in there it's used to pull air across the thermistor for the climate control... but its farther over basically above the glove box.
