Two images above (if the links work, are of the complete assembly as removed from the steering column.
The Shiftlock mechanism being the culprit. The lock/interlock means the shift lever annoy be moved out of park unless the key is in the lock and turned. The key cannot then be removed unless the shift lever is returned to Park. For the steering lock, Its the extra assembly on the top, which connects to the steel cable linking to the shift lever. It comprises of a lever which attaches to the interlock cable, a small plunger with spring which should help the lever return to the unlocked position, and the cable retaining bracket. There is also a hole that gives access to the plunger from the front- so they anticipated all of this in the design.

Corrosion in the assembly, combined with dried up white grease, dirt, and grime, was impinging the plunger.A good clean up, some penetrating oil, and a little mallet action, and it's learnt it's lesson.
The key also returns to the run position easily now, removing the chance of the starter staying energised.
