[V8] Special tool 3214 - fuel pump removal

Pump sits in a basket that click-locks into a housing. Some folks have been able to rotate/remove (counterclockwise) the inner by using gloved hands. Some have crossed wood or metal pieces that fit the notches to do the rotating without the 3214.
