Pull the seat skin off I'll bet you'll find the issue. I had a 5000 that the
heat element burned through on one spot. Wear and tear (fatigue) jumping in
and out on the panel.

Sounds like the relay contacts welded. If the heater didn't open up, and the
seat isn't too burned up, just replace the relay.
And fwiw, I don't usually get to excited about service records. They give a
view of the past but not necessarily the future. In my mind, the more a car
has been worked on, the more it will NEED to be worked on. Maintenance
begets maintenance because the last guy in there leaves out that one little
step or piece or whatever.
