[V8] Starter Issue?

Hey all,

I have a little issue and would love some advice!  The Black 1992 V8 will
start perfectly sometimes then out of the blue it won't.

When it doesn't, It will sputter but the engine will never fire up.  Also
the doors strangely lock when it doesn't fire up.  It used to happen once a
month or so but today it has been doing it 75% of the time.  Also once it
decides to not start I have to wait about 15 minutes before it will work.

I'm thinking starter.  Any other thoughts?
