[V8] Meters n diagnostics

 Fluke meters are some of the best, I own 2, but haven't used either in ages...  90% of my work with a meter is automotive, so the the best tool you can buy is the powerprobe

I had the PP2, and now have the PP3 Master kit, and what it does for electrical diagnostics (esp on a v8) will make a fluke seem like doing neurosurgery with an ax.  The PP4 looks like even a more user friendly unit.  My PP3 master kit gives 45 feet of cable, which is great for moving about a v8 front to back.  Having 12v available at the push of a button is great for relay test and direct power to various devices.  

When I had my shop, the PP was absolutely the best audi tool I ever bought.  To this day, it makes really fast work of 12v electrical diagnostics.

The fluke 77 is a nice DVM.Pretty much any Fluke is good. They don't make junk. Beckman is also good, Tektronix, etc. there are of course lots of cheap Chinese junk out there. You get what you pay for. On your problem- it sounds like the fuel pump is not commanded to turn on, or you have a fuse blown somewhere. The ecu won't command it on unless it sees activity on the timing sensor.
