Hi Tom, the relay coil is energized by the ecu. The relay then sends 12v to the coils and pump. It should be easy to see if the coils have voltage because the terminals are easy to reach with a meter. If you are having a hard or no start problem it would not be silly at all to just attach a light bulb to the appropriate terminals under the hood. At the same time install a fuel pressure tester. That should tell you a lot.
From what I have seen, a fuel pressure tester with the appropriate adapters was fairly expensive, that is why I installed a standard shrader test port on mine. It was not easy, but in my opinion well worth the effort.
