[Vwdiesel] shifter linkage Vanagon adjustment

I went to adjust the gear shifter on the Vanagon today because it was
difficult to get into 1st from a stop.  I followed the instructions in
Bentley.  The rubber shift limit stop was completely gone from the shift
lever housing so I centered it on the middle hole of three where it should
have been and set the offset at 22mm.  Shifts better but the Bently says I
need to ensure that the "reverse lockout is operative" or the like.

I surmise this is a device to prevent one from shifting into any gear but
reverse when selecting reverse?  How does one check it and what do you do if
it is not working properly?
