[Vwdiesel] Valve Adjustment

Unfortunately I have a mechanical head engine.  What is the cheapest way to=
 do a valve adjustment? I can hear the valves clicking more than before.  A=
fter the head was rebuilt I checked the clearance.  Lets say I find too muc=
h clearance, do you typically buy a shim to make up the difference then ins=
tall it on top of the existing shims?   I would imagine you would order the=
 shims you need after measurement or does it make sense to buy a kit with a=
 selection of shims?
