[Vwdiesel] Glow Plugs

I think my Glow Plug fuse has blown. The car is fine apart from start up
from very cold when it takes ages cranking over. My problem is that I cannot
find the fuse. The handbook and Haynes manual both say it is on the bulkhead
above the brake servo. It isn't!
Does anyone have an idea where I can find it? It is the least powerful 47kw
engine.
