Overhaul it.  :)  Maybe just rebuild the head and a re-ringing it would do.
I was going to suggest pulling the return banjo bolt and seeing if the
pump is still full of fuel when it won't start.  The white smoke while
cranking sort of tells me that's not the problem though.  It wouldn't
hurt to check though.  If the pump level is way down then you have
a leak in the supply or return line somewhere.  Sounds like low
compression though.  :(
