[Vwdiesel] Odd message header

  What does the following mean? I never got it until the list was upgraded
recently. It's frequently appended to the beginning of a posting, but not
always. Does it signify that the poster was using rich text or HTML?
 I'm running a P233, Win 95, 48 MB RAM, IE 4.72, and OE 4.72.
