I'll second that.  The brushes are easily replaced, and for under $5.  Hopefully, the copper commutator that they ride on is still smooth.

Just unscrew the external voltage regulator on back of the alternator, remove, and desolder the brushes from the regulator and solder in new ones.  Be carful not to lose or bend the brush springs.

You'll be lucky if you can get the brushes meant for the application.  In the past I've had to match up brushes, and once even had to sand them to fit.  I have no idea why the correct replacements are so hard to find in my area.  I do not even know if VW has them.
