Since this 85 Jetta of Robert's used to be mine, I will comment.  This
problem has persisted through 2 different gauge clusters, removing and
cleaning all of the grounding posts that I could find, repeated draining of
the water seperator (I even disconnected the seperator wiring and one point
to see if that would keep it from happening).  New glow plug relay didn't
help either.  The glowing tends to happen ONLY when running the AC and
mostly when 1) the fan is on fan setting 3 or 4 or 2) on all settings after
the fan has run for some time.  I finally figured that maybe it was a the
fan motor's resistence increasing with speed and as the motor heated up.  I
was able to tell (by disconnection the glow plugs and looking for current)
that the glowing is not the result of voltage to the plugs.  Hayden
