New Ontario (Canada) emissions test program, gassers run on a Dyno and
emissions are measured by a computer logging system, failure to pass gets no
licence renewal until fixed and retested.
If cost of repairs is over $200-$300, you can spend that, then get a cripple
pass letting you drive it, but you can't sell it as a drivable car.

"Small diesels" at present their testing equipment will not handle, so this
is what they do:

Ensure engine is at operating temperature, and normal idle speed.

1. Inspect polution control equipment, proper and functional gas cap,
Inspector asked "where's the air pump" told him no cat, therefore no pump.
"No cat?", he says, Not until 93 model year, I says. Even then, no air pump,
the engine is the air pump. Seemed surprised. Looked at engine a while
longer, I pointed out crankcase vent system was only emission control system
required on engine.

2. Tailpipe Emissions:
Measure tailpipe diameter.

Sit and watch tailpipe for 5 minutes. If smoke is seen for 10 seconds in any
one of those 5 minutes, car fails to pass. This would allow a missfire from
cold or low compression.

My 87TD passed clean.
