  The knob is a cold start timing advance.  The timing on these is a straight 
"curve" at about a 45 degree angle.  By pulling the knob out the timing 
is straight advanced (flat line at however many degrees) and then resumes 
in the normal advance curve when it hits about 2000 rpm.
  Leaving it out mostly just makes the engine a little noisier.  It's a good 
idea 
to push it in after it's warmed up a tad but it doesn't seem to hurt anything 
either.  The cable might need a little something like WD-40 or such.  A 
pain to get to it very well though.
