  Yup it sounds like the solenoid is stuck in the "on" position or at least 
the contacts are stuck.  A new solenoid, if you can find one, is usually 
about 1/2 to 3/4 of the price of a rebuilt starter.  :(  Add a starter drive 
to that and you have just about the same price.  :P
