Yeah, near the top of the B pillar is a hole, hopefully with a nut welded
to the back of it, in your case, for the combination belt's shoulder anchor
bolt. I think all of the Rabbits have the holes and plugs for the stupid
belts like you have, at least after a certain year. They're just plugged
instead of having that bracket. Should be an easy refit.
You could remove the plastic below and peel back that part of headliner
material rather than poking a hole in it. There's also support for the
"Oh s#@*" handle above the driver's door as I recall. I think there's
a proper hole for the standard light as well. At least on one/some of
my VW/Audi's there is.
