I had a '78 diesel rabbit that acted just like that. At the time, I assumed
it was a worn pump that didn't develop enough pressure at cranking speeds to
give good atomization. I know it had fuel to the injectors at cranking speed
(which is one way to check your idea about power to the solenoid, crack an
injector line and see if there's fuel when cranking), and I know it had power to
the glowplugs. However, I hadn't read this list very long before I realized that
it could have had bad glow plugs -- although I'd not think all four would be
bad, so it should have fired on one or two cylinders. The car is long gone, so I
couldn't check that, and still think it might well have been the pump.
It would start with the starter however if it was good and hot.
