Pressure at 'no- load' conditions sounds positive...Test full pressure with
the gauge by putting car under load...ie driving...should reach 9 or 10psi. If
it never gets there...or takes forever; could be under fueling...plenty of
ways to increase fuel....may have belonged to a 'miser' like me!  ;-}
Could be the 'wastegate' pressure relief valve thingy
