If it's down in the body of the pump or aneroid lid then it's just the vent
for
the lower section of the boost enrichment diaphragm. If it's on the lid then
it's for boos enrichment and connects to the intake, post turbo.
I am trying to get this engine started. Have checked fuel

Usually rings can't get that hot in these. The pistons are so tight that
they
will expand and sieze/gall before they get that hot. It's marginal. It's a
common thing to have overheated and blown the head gasket. The cranking
speed and sound will be inconsistent as one or two cylinders offer little
resistance to the starter while cranking.
