Forgot to mention...in case is makes any difference.
I started the car up (parked) and pushed down on the diaphragm while @ idle and it made no difference at all.
I also revved the engine up (by hand of course, car still parked) and also pushed down on the diaphragm. Still no difference.

I presume I noted no change due to the fact the car was not under load and I was developing no boost pressure from the turbo?

The more I learn, the more I realize I have more to learn.
