This sounds nearly identical to the cold start warm air valve found on
many gas VWs - there is a thermostatically controlled spring which closes
the flap once the air has warmed up, but until then the warm air from the
exhaust helps to warm up the engine faster. Probably another attempt to
improve emissions on the ECO, and help get Cat working sooner.
