You might try popping the case off the relay, and see if you can separate the two contacts. They have likely welded together.
If you can get them apart, file the surfaces smooth and see if it gets you going again.

I suppose you could try the other and time its on-time when cold. The slow glow can run upwards of 30 seconds when cold, fast
is around 10 seconds.
