I would suggest that if it still pulls away under heavy braking, then your clutch is
slipping, not your brakes. The brakes should be easily capable of stopping anything
the engine can put out, but not so for the clutch...
When it happened on my 1.6TD I had no trouble killing the engine with my foot on
the brake, and this with the tach *pegged* beyond 6000 rpm...
