[Vwdiesel] Engine rebuild, valve clearances

Not quite sucking diesel yet but the rebuild work is proceeding
I was checking the valve adjustments before bolting the head to the
block. It is a new head (luxury), With the valves closed the  4 inntake
valves clearance  reads spec. 25mm , with the ex valves closed the cam
is still touching the follower. I was expecting a clearance of about .35mm.
 While turning the cam, viewing from the upside and downside, all the
valves appear to fully open and close as you would expect. Two valves
open fully and close fully with each stroke
Is lack of a clearance with the ex valves normal with the head off the block?
