  Usually it's the latch handle itself sticking in the "pulled" position.  
Otherwise
it'd be the latch mechanism but it's pretty rare that water gets in there.  
Either 
way you'd need to remove (handle is two phillips head bolts, latch is 4 
allen), 
take it in and dry it out good, clean while you're at it and lube moving 
parts 
with a light grease or oil depending on whether they slide or pivot.
  If your door seal tends to freeze shut then wipe the rubber contact areas 
with silicone spray.  :)
   My new P4 just died last night so I'm limping by computerwise until I 
get that settled.  :(
