Why don't you try taking the fuse panel loose from the firewall and
going though all of the fuses, relays, and connections. Clean them up
and make sure they have good connection. Also, pull the glow plug relay
which is separate from the fuse board and do the same. If the heater
fan and wipers are the only problem you are lucky. It is most likely
the fuse for the blower and the relay and/or fuse for the wipers. Be
sure that you have the cowl area protected from rain as well. The black
plastic cover over the heater blower (under the hood on the cowl) needs
to be there. If it is craked, fix it with black silicon. That is
probably where the water is getting in. While you are there check the
rubber drain tubes that allow accumulated water to escape the cowl.
There are two of them- one on each side. This Load Reduction Relay is
an unknown to me as it has never been an issue with my diesel dubs.
