[Vwdiesel] heat tape

hey all
cold cold in BOSton and my 93 EV diesel doesn't like to start when it's been
under 5° at night
second timew this winter wouldn't start, last time ran down the battery
trying
this time I'll just wait for it to warm up
no access to electricity for block heater (parked on street)
has anybody ever tried heat tape or similar on the fuel lines right before
the injectors?
any other way to heat that first burst of fuel? I think it's a fuel problem
more than cold block (I do multiple cycles of the glow plugs, so the
combustion chamber should be adequately warm)
